You can tell this is hacks because he is standing still and the particles are coming up that would if he was sprinting.

 

He could be lagging. Usually when people lag they would have running particles when they are just standing still.

 

He was there for a very long time just AFK. I agree though that could be it. I felt like I should report though, just in case he was.

 

If you took a screenie of tab then that would have been helpful
