What you want improved: Add a rule that disallows hackusating, meaning you can't call someone out or accuse them of hacking in public chat. Punishment: Short mute. You must either message a moderator, or if there is no moderator online, collect evidence and post on forums. Reason why: So, I think this would be much better when it comes to notifying moderators about hackers, especially on minigames like kitpvp, skywars and factions. And it would stop them from being able to turn off their hacks as soon as someone declares it in chat. I've seen this on many servers, and some are so advanced they even have a /report <name> <reason> plugin.
