Factions Reporting player who demands ransom

The following player ransacked our base took all items, continually killed us and demanded ransom to be left alone and not to destroy our base. We paid this player. I paid 600 another member of our faction paid 7k and and more totaling around 107k. He must have been hacking as he stole stuff directly from inventory

Pretty sure that is allowed and its factions and its not possible to take stuff out of invens even with hacks. You need to be op to do that.
