Server to have permission on: Hunger Games
    Rank for permission: Coal
    Permission: /nick and /heal
Reasons why: There are not enough things on rank gold for Hunger Games.

/heal is too op. Way too op for $5 or ($20, not sure which one you're talking about.) It shouldn't be accessible at all, for any rank.
/nick is also a bad idea because it could confuse moderators and other staff (meaning users could get away with spamming and other bad things.)
